In accordance with Article 3(1) of the Rules of Procedure of the European Council, the President of the European Council, in close cooperation with the member of the European Council representing the Member State holding the six-monthly Presidency of the Council and with the President of the Commission, shall submit an annotated draft agenda to the General Affairs Council.
Delegations will find attached the annotated draft agenda submitted by the President of the European Council, setting out the main items the European Council is expected to address on the above mentioned meeting.
In the light of the final discussion to be held by the General Affairs Council within the five days preceding the European Council meeting, the President of the European Council shall draw up the provisional agenda.

I.MIGRATION
In the context of its comprehensive strategy, the European Council will review the situation on migration in all its aspects. It will in particular look at operationalising the external aspects of migration, assess progress in strengthening EU external borders, and take stock of the implementation of the EU-Turkey statement of 18 March 2016.
II. JOBS, GROWTH AND INVESTMENT
The European Council will:
-
•endorse the country-specific recommendations and conclude the 2016 European Semester;
-
•assess the first results of the European Fund for Strategic Investments (EFSI) under the Investment Plan for Europe and draw operational conclusions for its future;
-
•endorse an agenda for the implementation of all aspects of the Single Market with a view to exploiting in full its untapped growth and productivity potential;
-
•address the issue of the completion of the Economic and Monetary Union;
-
•and take stock of on-going action to fight tax fraud, tax evasion and money laundering.
III. EXTERNAL RELATIONS
The European Council will discuss EU-NATO cooperation ahead of the NATO Summit in Warsaw.
In the light of events, the European Council may address other specific foreign policy issues.

De Hoge Vertegenwoordiger voor het gemeenschappelijk buitenlands en veiligheidsbeleid i woont de bijeenkomsten van dit orgaan ook bij. Alleen de regeringsleiders of staatshoofden hebben stemrecht tijdens de vergaderingen. De Europese Raad heeft geen wetgevingstaak, maar stelt wel de politieke richting van de EU vast.
