The Civil Service Act regulates the legal status of all civil servants. This includes the rights and obligations of civil servants. It applies to all civil servants, including civil servants of lower levels of government and military civil servants, such as officers and soldiers.

Regarding labor protection and employee participation for all civil servants, there must be rules based on the law.
