Chapter 5: Legislation and administration

Chapter 5 contains two sections dealing with different subjects. The first section concerns the legislative procedure, while the second addresses various matters of administration.

The first eight articles — Articles 81 to 88 — of the first section regulate the main aspects of the procedure for enacting Acts of Parliament. The final article contains several provisions concerning orders in council and other generally binding regulations issued by central government.

The second section of the chapter on legislation and administration contains articles on various subjects, such as foreign policy, defence and the budget.
