  1. The right to assembly and demonstration shall be recognised, without prejudice to the responsibility of everyone under the law.
  2. Rules to protect health, in the interest of traffic and to combat or prevent disorders may be laid down by Act of Parliament.

This article establishes the right of assembly and demonstration. The legislature may restrict this right to protect health, safeguard traffic or prevent or combat disorder.

These restrictions are laid down in the Public Assemblies Act.
