Appeal to a higher administrative authority shall be admissible in the case of the disputes referred to in Article 112, paragraph 2.

If a citizen disagrees with a decision of an administrative body, he can and sometimes must appeal to another administrative body. This is called an administrative appeal.
After an administrative appeal, an appeal to a court is almost always possible.
