Artikel 65: Speech from the Throne; Prince's Day
A statement of the policy to be pursued by the Government shall be given by or on behalf of the King before a joint session of the two Houses of the States General that shall be held every year on the third Tuesday in September or on such earlier date as may be prescribed by Act of Parliament.

Once a year, the King comes to the States General, assembled in joint session, to present an outline of the policy to be pursued by the government in the coming parliamentary year: the Speech from the Throne.
The Speech from the Throne is delivered on the third Tuesday of September (Prinsjesdag). An earlier time may also be established by law.
The Speech from the Throne may also be delivered by someone else on behalf of the King.
