Artikel 85

As soon as the Lower House passes a Bill or resolves to present a Bill, it shall send it to the Upper House which shall consider the Bill as sent to it by the Lower House. The Lower House may instruct one or more of its members to defend a Bill presented by it in the Upper House.

Once the House of Representatives has adopted a bill, the Senate must subsequently express its opinion on it. If the proposal is a private member's bill, the House of Representatives designates one or more members to defend the bill in the Senate. The Senate can only adopt or reject a bill; it cannot amend it. This is evident from the phrase 'which considers the proposal as it has been submitted to it by the House of Representatives'.
