Artikel 86
  1. A Bill may be withdrawn by or on behalf of the proposer until such time as it is passed by the States General.
  2. A Bill which is to be presented by the Lower House or by a joint session of the States General may be withdrawn by the member or members introducing it until such time as it is passed.

As long as a bill has not been passed, it can be withdrawn by the proposer. Thus, during the consideration in the House of Representatives and subsequently the Senate, a bill submitted by the government can be withdrawn by the government.

An initiative proposal can be withdrawn by the initiators during the consideration in the House of Representatives. Once the House of Representatives has agreed to the proposal and thus submits it (see Article 82), only the House of Representatives can withdraw the bill. Therefore, this must be based on a decision by the majority of the House of Representatives.
