The publication and entry into force of Acts of Parliament shall be regulated by Act of Parliament. They shall not enter into force before they have been published.

Laws only enter into force after they have been published. The publication and entry into force of laws are regulated in the Publication Act. This states that laws, general administrative orders, and other royal decrees containing rules that apply to everyone are published by publication in the Official Gazette.
