Artikel 80: Disclosure of opinions
- The recommendations made by the bodies referred to in the present chapter shall be made public according to rules to be laid down by Act of Parliament.
- Other than in cases to be laid down by Act of Parliament, recommendations made in respect of Bills presented by or on behalf of the King shall be submitted to the States General.

Opinions of the bodies mentioned in Chapter 4 are in principle public in accordance with rules stipulated in a law. Such rules can be found in the Public Administration Transparency Act, the Council of State Act, and the Government Accounts Act.
Opinions on legislative proposals submitted by the government to the States General are generally submitted to the States General. Exceptions to this must be established by law.
