Please note: Only the Dutch-language version of the Constitution has legal effect. 

The government and the States General jointly enact laws. This means that the government needs the House of Representatives to make laws, and the States General needs the government. This is elaborated in Article 87: a bill only becomes law once it has been adopted by the States General and ratified by the King. Ratification takes place through the affixing of a signature—not only that of the King, but, due to ministerial responsibility, also the signature of the responsible minister or state secretary.
