Artikel 123
- Provinces and municipalities may be dissolved and new ones established by Act of Parliament.
- Revisions to provincial and municipal boundaries shall be regulated by Act of Parliament.

Provinces and municipalities can only be abolished and established by law. The legislature can regulate how provincial and municipal boundaries can be changed in a law.
The General Rules on Municipal Reorganization Act states that significant changes to provincial and municipal boundaries are made by law. Boundary adjustments can also be regulated by Order in Council, by the Provincial Council, and possibly even by the municipalities concerned.
