Provisions of treaties and decisions of international organizations that, by their content, are binding upon everyone, have binding force upon everyone once they have been published. In other words, such provisions have direct effect without further intervention by the national legislature, to which everyone must comply.

Publication is regulated in Article 95. This constitutional article is elaborated in the National Act on the Approval and Publication of Treaties.
