Legislative, executive and judicial powers may be conferred on international institutions by or pursuant to a treaty, subject, where necessary, to the provisions of Article 91 paragraph 3.

Please note: Only the Dutch-language version of the Constitution has legal effect. 

International organizations may be granted the power to legislate, administer, and adjudicate. However, this must be based on a treaty. For instance, under the EU Treaty, European regulations are possible and the Court of Justice of the European Union is entrusted with the right to administer justice.

In a treaty, it is possible to deviate from provisions in the Constitution regarding the transfer of powers. However, two-thirds of both Houses must agree to the bill to approve such a treaty.
