Except in cases laid down in Article 123, the powers referred to in Article 124, paragraph 1 may be assigned to bodies other than those specified in Article
125 only by the provincial or municipal councils respectively.

Powers of provinces and municipalities cannot be transferred by law, except when the administration of provinces and municipalities is abolished or re-established, or when a boundary change is implemented.
This means that, for example, only a municipality may decide on intra-municipal decentralization, such as the establishment of sub-municipal councils or neighborhood councils.
