Finland has proposed a change to the voting system in the European Central Bank due to be employed once the EU expands next year.
Under Finland's proposal, according to Helsingin Sanomat, 15 members of the ECB Governing Council would vote at any given time. Six of these members would be the Executive Board members, and nine would be Governors of national euro zone central banks.
At present, all members of the Governing Council, including all central bank Governors, have the right to vote.
After official enlargement of the EU next year, 21 members of the Governing Council will vote at a time.
This system, which is based on rotation which favour larger member states, was agreed just last Spring.
Helsinki on Friday (24 October) sent its proposal to the Italian EU Presidency as part of overall talks to finalise a draft Constitution for the European Union.
So far, Finland has not been supported in its move by any other country, reports Helsingin Sanomat.
