The incoming Spanish leader, José Luis Rodríguez Zapatero, will meet today with the principle author of the European Constitution in a bid to break the three-month old deadlock.

Mr Zapatero will meet Valéry Giscard d'Estaing, the former head of the European Convention - the body that drew up the text last year before handing it over to the EU members.

The two me will meet in Madrid, according to El Mundo.

Although the process of finalising the document is now back on track, the voting power of Spain (as well as Poland) remains an issue.

Mr Zapatero has backed reaching agreement on the Constitution before June but has so far not indicated what revised voting method would be acceptable to the new Spanish government.
