This morning citizens from all over Germany travelled to Berlin for the European Citizens' Consultations in Germany. They streamed into the Weltsaal in the Foreign Office, in good spirits and nosey as to what awaited them. No one knew anyone - random selection had chosen who was invited to take part. Over the course of two days the warehouse worker, the policeman, the surgical nurse, the consultant, the housewife, the professor of physics, the car mechanic, the apprentice and the pensioner all discuss three topics: energy, family and immigration.

Simultaneously following the same programme as those attending the European Citizens' Consultation in Germany, citizens in Slovakia, Latvia, Hungary and Belgium are discussing the same three topics. "Make your Voice heard" is the motto of this new, pan-European dialogue and participation process, and that is exactly what will be done - every voice will be heard.

Günter Gloser, Minister of State for Europe in the German Foreign Office, emphasised in his opening speech: "I am intrigued as to the results, I am intrigued as to your suggestions. You will be discussing topics that are already on the European agenda. They are, however, not perceived as such. You can change that. I look forward to the outcomes of this forum. 50 years is a success story for the EU but it is necessary that the citizens formulate new goals for Europe."
