    General information

On 2 October 2007, the European Commission approved an Operational Programme for the Lazio region in Italy for the period 2007-2013. This Operational Programme comes under the Regional Competitiveness and Employment objective and has a total budget of some 744 million euros. The financing provided by the Community by way of the European Regional Development Fund (ERDF) is around 372 million euros, representing some 1.3% of total EU investment in Italy in the context of the cohesion policy 2007-2013.

    Purpose and aim of the programme

The strategy of the Operational Programme is based on:

regional issues highlighted by an identification and analysis of the region’s potential;

the gains achieved during the previous stages of the Community programme;

the Community’s strategic guidelines and the national strategic framework, which establish the principles for the allocation of European funding.

The Lazio region has decided to place research, the production and dissemination of innovation, access to and the dissemination of information and knowledge and the promotion of integrated mobility and renewable sources of energy at the heart of its sustainable and socially inclusive development strategy. The ultimate aim is to reinforce the overall competitiveness of the regional system.

The nature of the industrial fabric of the region, characterised by highly specialised local production systems, small and medium-sized enterprises (SMEs) and concentrations of public research structures, means that the focus must be on reinforcing research and innovation capacity so as to boost competitiveness. To this end, the programme aims to improve mechanisms for the transfer of knowledge between public research centres and enterprises so as to help the Lazio region to better exploit its full potential.

Lazio is also known for the wealth of its cultural resources and its remarkable natural environment. Preserving the environment in the broad sense is a precondition for developing its attractiveness.

The programme aims to contribute significantly to achieving the objectives of the Lisbon Strategy (allocation 79.89%), with considerable support for research, technology transfer, innovation and entrepreneurship (33.49% of the Community funds). Important activities include the better provision and accessibility of environmentally-friendly transport services (30.40%). The programme will also take into account activities to promote the production and use of renewable energy sources, without forgetting activities designed to save energy (10.09%). The efforts to be made to improve telecommunications in mountainous or outlying areas, in order to strengthen the information society, should also be noted (5.92%).

    The expected impact of the investment

The expected impact of the programme can be quantified as follows:

the number of jobs created, estimated at around 6 000;

the reduction of greenhouse gas emissions, estimated at around 2.8%;

the reduction of CO2 emissions from road transport: 10%;

the increase in private-sector research and development expenditure: 50%;

the increase in labour productivity in SMEs: 10%.

    Priorities

Priority 1: Research, innovation and strengthening of production [around 34.5% of total investment]

This priority, focusing on the promotion of research, innovation and the development and dissemination of technologies, is achieved by strengthening and networking the research supply and demand system. Particular attention will be paid to:

industrial research programmes, in close cooperation with enterprises, universities and research centres, for the development and dissemination of technologies with a positive impact on the environment;

reinforcing productive zones of regional interest;

job creation and skills development.

It is also important to promote the growth of SMEs by developing their innovativeness to allow them to open up new markets in the context of globalisation.

Priority 2: Environment and risk prevention [around 25.5% of total investment]

The aim of this priority is to promote the production and use of energy from renewable sources and to stimulate action to promote energy saving. To achieve this, the region has undertaken to invest 10% of the total allocation of the Operational Programme and to maintain it throughout the programming period.

This priority also provides for the funding of air-quality improvement activities and the reclaiming of polluted industrial sites or contaminated areas. Activities to promote biodiversity and nature protection are other important components. Moreover, this priority provides for the prevention of natural hazards, the protection and exploitation of natural heritage and cultural attractions, within an integrated territorial use framework, with the aim of generating economic growth with a particular focus on tourism.

Priority 3: Accessibility [around 36.5% of total investment]

The activities planned under this priority aim to contribute to improving the accessibility of environmentally-friendly transport services. The focus will be on improving infrastructure in the areas of rail connections, underground railways and intermodal integration.

Initiatives will be implemented to improve mobility in the Rome metropolitan area and to upgrade the extra-urban Rome – Civita Castellana – Viterbo rail line. The aim of these initiatives is to reduce the negative impact of road traffic congestion, reduce atmospheric and noise pollution levels and promote more efficient energy consumption.

In the mountainous and island areas of Lazio, this priority will lead to an improvement in telecommunications infrastructure, to improve access for citizens and businesses.

Priority 4: Technical assistance [around 3.5% of total investment]

The technical assistance concerns the cofinancing of management, monitoring, evaluation, animation, information and communication activities.
