    Overview

On 28 November 2007, the European Commission approved an Operational Programme for Slovakia for the period 2007-2013, entitled ”Research & Development”. The multi-objective Programme involves Community support for all Slovak regions and has a total budget of around €1.4 billion. Community assistance through the ERDF amounts to some €1.2 billion, which represents approximately 10.4% of total EU funding in Slovakia under Cohesion Policy 2007-2013.

    Aim and purpose of the programme

The overall objective of the Programme is to modernise and improve the efficiency of research and development (R&D) and infrastructure among higher learning schools in the Slovakia. The Programme will support close cooperation between the academic and economic sectors in the country and will enable greater use of applied research in order to contribute to increasing the competitiveness of the Slovak economy.

The Programme will provide support for R&D activities across the entire country using funding under both the Convergence and the Regional Competitiveness and Employment Objectives. It will also support the upgrading of infrastructure in higher learning schools across the Convergence Objective areas of Slovakia.

    Expected impact of investments

The Programme aims to support some 1600 projects in pursuit of its overall aim. These projects will directly benefit approximately 17 000 researchers and are expected to enable the development of up to 50 new spin-off companies in the small and medium-sized enterprise (SME) sector. In total, the resources provided by the Operational Programme should result in a threefold increase in R&D investment in Slovakia, rising to 1.5% of GDP.

    Priorities

The Programme is structured according to the following priorities:

Priority 1: Infrastructure of R&D

The global aim of this priority is to modernise and improve the quality of technical infrastructure to enable increased cooperation between R&D institutions and social and economic sectors.

Priority 2: Support to R&D

The objective of this priority is to provide support to R&D projects that will enable increased competitiveness, and create new innovative high technology small and medium sized-enterprises.

Priority 3: Infrastructure of R&D in the Bratislava region

This priority will provide support for technical infrastructure to enable technology and knowledge transfer in the Bratislava region.

Priority 4: Support to R&D in the Bratislava region

This priority will support the development of applied research projects in the Bratislava region.

Priority 5: Infrastructure of higher learning schools

This priority will improve the quality of education in higher learning schools (universities) through the improvement of educational facilities and infrastructure.

Priorities 6 and 7: Technical assistance

There is provision for technical assistance for implementation of the Programme. Financial support is also available and covers administration, monitoring and control.
