Danuta Hübner: 'De regio's moeten "netwerken voor resultaten" om de financiële crisis, de klimaatverandering en de zorg om de energievoorziening aan te pakken'

Op maandag 16 februari zal Danuta Hübner i, commissaris voor Regionaal beleid, de jaarlijkse conferentie "Regio's voor economische verandering" openen, die in 2006 voor de eerste keer door de Commissie werd georganiseerd. Het twee dagen durende evenement zal meer dan 800 vertegenwoordigers uit de regio's van Europa de gelegenheid bieden om ideeën uit te wisselen en hun bijdrage aan concurrentievermogen, groei en werkgelegenheid te belichten. Een van de hoogtepunten van het evenement zal op maandagavond de bekendmaking zijn van de winnaars van de "RegioStars"-prijzen 2009 ter bekroning van de meest inspirerende en innoverende projecten die in het kader van het cohesiebeleid van de EU worden gefinancierd.

"Het thema van de conferentie van dit jaar "Netwerken voor resultaten" kon niet beter gekozen zijn nu de Europese regio's worden geconfronteerd met verscheidene mondiale uitdagingen – de financiële crisis, de klimaatverandering en de energievoorziening, om er maar enkele te noemen. Via de netwerken voor het cohesiebeleid kunnen wij goede praktijken en ervaringen in de regio's bevorderen en mainstreamen, zodat iedereen ervan kan profiteren", aldus commissaris Hübner.

De regio's zullen voorbeelden van goede praktijken presenteren in negen workshops die betrekking hebben op de volgende thematische gebieden; watermanagement, toegang tot breedband, immigratie in steden, creativiteit en innovatie, industriële reorganisatie, het effect van de klimaatverandering op regionaal niveau, fast track-innovatienetwerken, satellietinformatiediensten en het Lissabon-monitoringplatform, dat de EU-strategie voor groei en werkgelegenheid evalueert.

Cyril Svoboda, minister van Regionale ontwikkeling, als vertegenwoordiger van het Tsjechische voorzitterschap van de Europese Unie, Luc Van den Brande, voorzitter van het Comité van de Regio's, en Ján Figel i', commissaris voor Onderwijs, opleiding en cultuur, zullen de conferentie ook toespreken.

Tijdens een avondevenement op 16 februari zullen commissaris Hübner en de voorzitter van de jury, Job Cohen i, burgemeester van Amsterdam, de "RegioStars"-prijzen 2009 uitreiken aan succesvolle en innovatieve projecten in verband met het regionale beleid. 52 projecten uit 18 landen zijn voorgedragen voor de prijzen van dit jaar, die betrekking hebben op drie hoofdcategorieën:

  • onderzoek, technologische ontwikkeling en innovatie;
  • aanpassing aan of vermindering van de effecten van de klimaatverandering;
  • audiovisuele spot of audiovisueel programma om de bijdrage van het cohesiebeleid nader te belichten.

Voorbeelden van bestaande netwerken van regio's en steden

Sinds 2006 zijn verscheidene netwerken van regio's opgericht, die door de Europese Commissie in het kader van het initiatief "Regio's voor economische verandering" worden ondersteund. Hiertoe behoren:

B3 REGIONS , een netwerk geleid door de regio Piemonte (Italië). Het houdt zich bezig met een sleutelkwestie voor de ontwikkeling van de kenniseconomie: de aanleg van verbindingen in afgelegen of achterstandgebieden.

RAPIDE , gecoördineerd door het South West England Regional Development Agency (UK), houdt zich bezig met de rol van de publieke sector bij de stimulering van innovatie in regio's, met name door kleine bedrijven te helpen innoverende producten sneller op de markt te brengen. Van dit netwerk maken 12 Europese regio's deel uit.

HerO , geleid door Regensburg (Duitsland), is een netwerk van 10 steden dat de bevordering beoogt van duurzame managementstrategieën voor historische stadslandschappen.

De conferentie wordt door de Europese Commissie in partnerschap met het Comité van de Regio's georganiseerd. Het initiatief "Regio's voor economische verandering" heeft tot doel ervaringen en goede praktijken in de regio's van Europa op zo groot mogelijke schaal te verspreiden en ten volle te benutten voor de bevordering van concurrentievermogen, groei en werkgelegenheid.

Tijdens de periode 2007-2013 is voor het cohesiebeleid in het kader van "Interregionale samenwerking" een bedrag van 375 miljoen euro beschikbaar voor netwerking- en leeractiviteiten.
