Deze parlementaire commissie behandelt verzoekschriften i die zijn ingediend door inwoners van de Europese Unie. Het indienen van verzoekschriften bij het Europees Parlement is één van de grondrechten van Europese burgers (art. 227 van het Verdrag betreffende de werking van de EU). De commissie onderhoudt tevens de contacten van het parlement met de Europese Ombudsman i.

De commissie bestaat uit 35 leden. De commissieleden vergaderen regelmatig over ingediende verzoekschriften, waarbij ze deze op ontvankelijkheid beoordelen. Daarnaast handelt ze de verzoekschriften ook af.
