Democratic Republic of the Congo:

EU extends police mission in support of security sector reform (EUPOL RD Congo)

The Council adopted1 a decision extending until 30 September 2011 the EU police mission undertaken in the framework of reform of the security sector (SSR) and its interface with the system of justice in the Democratic Republic of the Congo (EUPOL RD Congo) (12763/10).

Established by Joint Action 2007/405/CFSP, EUPOL RD Congo aims at assisting the Congolese authorities in the implementation of the Police Action Plan, covering the priorities of the Police Reform process for the period 2010-2012, and building on the guidelines of the Strategic Framework.

EUPOL RD Congo focuses on concrete activities and projects to underpin its action at the strategic level of the reform process, with a particular emphasis on the reform of the Congolese National Police (PNC) and its interaction with the judiciary, on the support to the reform implementation and the improvement of the PNC operational capacity and accountability, on the enhancement of the knowledge and capacity of PNC officers and training system, and on the support to the fight against impunity in the field of human rights and sexual violence.
