Ireland's Economic and Social Research Institute has said a July deal to lower interest rates on the country's EU-IMF loan means Ireland's debt-to-GDP ratio will be significantly lower than previously estimated and the budget deficit could fall below 3% in three years' time, state broadcaster RTE reports.
