On October 4-6 the European Parliament will play host to the 'Annual Follow-up Meeting on the Declaration of Principles for International Election Observation'.

The three day meeting starts on Tuesday 4 October, with the gathering of The High Level Panel to be co-chaired by EP President Jerzy Buzek i, HR/VP Catherine Ashton and will include the participation of former US President Jimmy Carter.

The High Level Panel is to discuss 'Election support as a political instrument' and will be followed by a press conference. A brief Round Table Photo Opp for the media will be possible at the beginning of the meeting.

Background:

EU High Representative Baroness Catherine Ashton and EU Parliament President Jerzy Buzek are to host a High-Level Panel on international election observation on Tuesday 4 October.

The panel includes Former US President Jimmy Carter, Former Prime Mister of Canada Joe Clark for the National Democratic Institute, UN Representative to the African Union Ambassador Zachary Muburi-Muita and OSCE/ODIHR Director Ambassador Janez Lenarcic.

The panellists will discuss the politics behind the support for elections and the ways in which election support can be used as a tool for peace, stability and democratic reform.

The event is part of a three-day annual meeting for signatories of the Declaration of Principles for International Election Observation. Around 70 delegates from over 30 different endorsing organisations will be present.

This is the first time the event has been hosted by the EU. It will focus on the specific importance of observation as an instrument for democracy development. The EU is a leading actor in the field of election observation, with more than 100 missions deployed across the globe in the past 15 years and a growing engagement for 2012-13 in the European Neighbourhood.
