Turnout in the Irish fiscal treaty referendum is low, between 15-20 percent in many constituencies on Thursday afternoon. In Dublin West 17.5 percent of the electorate had voted by 3pm. In the last comparable referendum on the Lisbon Treaty the final turnout was 59 percent.
