UK leader Cameron has said on Twitter that Britain is drafting a UN resolution "authorising necessary measures to protect civilians" in Syria. China and Russia blocked previous Western efforts for a UN mandate. London, Paris and Washington recently said they might attack the Syrian regime without the UN's say-so.
