EU justice commissioner Reding has hailed a "breakthrough" in member states' support for creating a new EU institution: a public prosecutor to hunt out fraud in spending of EU funds. "I was astonished to find how many countries had a positive approach," she said, after meeting justice ministers in Luxembourg.
