EU makes proposal to end Russia/Ukraine gas stand-off

Ukraine would pay around $2.5 billion (€1.8 billion) to Gazprom to cover its gas bills from last November under a deal proposed Monday by EU energy commissioner Gunther Oettinger. Russia says Ukraine's total gas debt is $3.5 billion (€2.8 billion) and has threatened to halt the country's gas supply.
