French push for parallel euro governing structure

The French government Tuesday circulated a five-page document to fellow EU capitals suggesting two eurozone ministerial groups be set up to deal with social and industrial policy, reports the Financial Times.

The proposal could be seen as a start of a parallel EU governing structure that would exclude non-euro members.
