Valls: France will not respect EU budget commitments

France's budget commitments "will be obviously exceeded," Prime Minister Manuel Valls said Monday. With new spending for security and anti-terrorism, France will not respect EU deficit targets. "We have to take responsibility for that and Europe must understand it," he said on France Inter radio.
