Ministers Simoniti and Kustec at the meeting of the Education, Youth, Culture and Sport Council

EU i ministers responsible for culture, led by Minister Simoniti, are due to approve conclusions on high-quality architecture and the New European Bauhaus, and on European audiovisual and media content. The ministers responsible for sport, meanwhile, led by Minister Kustec, are expected to approve the resolution on the European Sport Model. They will also hold a policy debate on athletes' dual careers.

Culture and audiovisual

The international conference entitled Increasing the Availability and Competitiveness of European Audiovisual and Media Content significantly contributed to the drafting of proposed conclusions on the audiovisual and media sector, while another international conference, The Right to Heritage as a Catalyst for Sustainable Development, facilitated the policy debate on cultural heritage in the context of sustainable development and the future of Europe. Both conferences were organised by the Ministry of Culture and held in Ljubljana this autumn.

The aim of the proposed measures on high-quality architecture and the New European Bauhaus is that the latter would become a priority cross-cutting topic supported by the European Union, as well as the member states. The European Commission designed the New European Bauhaus to pursue the goals of the European Green Deal i through culture, cultural heritage, creativity, research and technical innovations.

The proposed measures on European audiovisual and media content promote the development of solutions for improving the competitiveness, visibility and accessibility of European audiovisual and media content in the European and global markets.

The ministers responsible for culture, the audiovisual sector and media will also hold a policy debate on cultural heritage and heritage right in the context of sustainable development and the future of Europe. They will touch on the status of culture, art and heritage, and in particular the status of female artists, in Afghanistan. The Slovenian Presidency firmly believes that the principles and values related to the right to heritage hold strategic importance for both the future of Europe and the enforcement of these values worldwide. At the invitation of Minister Simoniti, the Secretary-General of Europa Nostra Sneška Quaedvlieg-Mihailović will participate in the debate.

In addition to the abovementioned topics, the ministers will also discuss the recovery of the cultural sector following the COVID-19 pandemic and the establishment of a single point for financing cultural sectors in the 2021-2027 period and hear the presentation of priorities of the upcoming French presidency of the Council of the EU regarding culture.

Ministers of sport to discuss the European Sports Model

The Minister of Education will chair the EU Council of ministers of sport, which envisages the adoption of a resolution on the European sports model. The resolution identifies key features of the European sports model, such as the openness of sports competitions, while drawing attention to the possible consequences of closed sports competitions.

Before the meeting, Minister Kustec pointed out the following: “The resolution on the European sports model emphasises values in sport and calls on both countries and sports organisations to support justice, solidarity, good governance, human rights and the voice of athletes in all sports organisations.” The adoption of the resolution would represent a compromise of the positions of all 27 EU member states on a topic that has so far divided countries and has been left only partially defined for more than 20 years.

Ministers of sport will also discuss the dual careers of athletes and future challenges in the field of sport and the role of the EU. In the concluding part, the Slovenian Presidency will present its achievements and the latest information on the impact of the COVID-19 pandemic on sport.
