President Caldeira presents ECA´s 2016 Work Programme to European Parliament

On 11 January 2016, Vítor Caldeira, President of the European Court of Auditors i, presented the ECA's work programme for 2016 to the Committee on Budgetary Control (CONT) of the European Parliament.

In his address to the MEPs, President Caldeira stressed that the EU i and Member States are facing crucial long-term challenges and ongoing crises in diverse areas that include strengthening the economy and employment, achieving new sustainable development and climate goals, managing migration and countering terrorism. He identified improving prioritisation and performance as key issues for the EU, in particular as it reviews its long-term strategy and multiannual financial framework. He emphasised that the ECA's 2016 work programme reflects that reality and that the audit topics on which the ECA plans to start work in 2016 address key concerns such as energy and climate, the internal market, and asylum, migration and security.

"We aim to concentrate our work where we believe it can add most value. To do that, we identify audit priorities to guide our work over a two to three-year period," said President Caldeira. "These priorities inspire themes in our annual reports, they drive the selection of new tasks for special reports, and they represent areas in which we look to develop long-term knowledge and audit experience."

During 2016 the ECA will start work on the following priority audit tasks:

  • Energy and climate
  • Internal Market, including the Digital Agenda
  • Asylum, migration and security
  • Economic and financial governance
  • Europe 2020: mid-term review, and the closure of the 2007-2013 spending programmes
  • Performance assessments of EU institutions, agencies and bodies

The work programme contains a comprehensive list of the special reports the ECA intends to publish in 2016, as well as additional information about the institution's role and mandate, its annual reports and its work programming process.
