  Adoption of the Council's position at first reading and of the statement of the Council's reasons

• 1. 

  On 6 May 2013 the Commission submitted to the European Parliament and to the Council the

above-mentioned proposal, based on Article 43(2), Article 114 and Article 168(4)(b) of the

Treaty on the Functioning of the European Union (TFEU) (ordinary legislative procedure) 1 .

• 2. 

  The European Economic and Social Committee and the Committee of the Regions delivered

  their opinions on 16-17 October 2013 and 29 November 2013 respectively.

• 3. 

  The European Parliament adopted its position at first reading on 15 April 2014 2 .

• 4. 

  At its 3487th meeting on 10 October 2016, the Council ("Agriculture and Fisheries") reached

  a political agreement on the position of the Council at first reading on the aforementioned

  Regulation 3 .

• 5. 

  The Permanent Representatives Committee is invited to suggest to the Council to adopt the

  Council's position at first reading and the statement of the Council's reasons as set out

  respectively in documents 10755/16 and 10755/16 ADD 1 as an 'A' item of the agenda of a

  forthcoming meeting, with the Austrian delegation abstaining.

3 In accordance with the letter of 12 July 2016, sent by the Chair of the Committee on the

Environment, Public Health and Food Safety of the European Parliament to the President of the Permanent Representatives Committee, the European Parliament should, at second reading, approve the Council's position at first reading without amendment.
